  4.     The facts were not new, but the judgment stung all the same.
  5. Six months after Edwin Meese declared himself "completely
  6. vindicated"  by a special prosecutor's decision not to indict
  7. him on charges of misconduct, the Justice Department's Office of
  8. Professional Responsibility last week issued a scathing report
  9. on the former Attorney General's ethics. Its key conclusion: if
  10. Meese were still in office, "disciplinary action" should be
  11. taken against him for "conduct which should not be tolerated of
  12. any government employee, especially not the Attorney General."
  13. Among Meese's misdeeds cited in the report: doing favors for
  14. chum E. Robert Wallach, who is awaiting trial for his part in
  15. the Wedtech scandal, and participating in decisions on companies
  16. in which he owned stock. To no one's surprise, Meese's lawyer
  17. called the report a "travesty of justice," and former boss
  18. Ronald Reagan deemed it "unwarranted."
